Sir,

With reference to Foreign Office letter

No. F 11590/120/10 of 5th November, I am directed by

Viscount Halifax to inform you that the following

telegram has been received from the Executive Committee

in China:-

"Your telegram regarding tents was duly

"considered but though need is obvious funds

"available are inadequate to cope with refugee

"problem which will continue throughout winter.

"Committee feel that it would be inadvisable for

"them to become involved in supplying Army Medical

"Corps requirements or ambulance units though if

"there are further funds specially contributed and

* earmarked for this purpose and provided we have

"assurance that Foreign Office approve specifically

"Committee are quite ready to co-operate to the

"utmost of their ability".
